With the upcoming two-year anniversary of AB 109, California Forward’s Partnership for Community Excellence is assessing how to best continue implementation of the bill. The PCE wants to promote a data-based community system that prioritizes prevention, intervention and rehabilitation as alternatives to incarceration.
